Liu & Partners appointed as legal advisor to the Taiwan-Russia Association 華通國際法律事務所任命為台俄協會法律顧問
March 27, 2017
Mr. Jan-Wei Liu, the managing partner of Liu & Partners Attorneys-at-Law has been appointed as the legal advisor to the Taiwan-Russia Association (台俄協會) to provide legal, business, strategic and consulting advice. Established in July 2002, the Taiwan-Russia Association has served as an interactive platform for commercial, cultural, academic, technology, and tourism exchanges between the governments and people in Taiwan and Russia. Since 2017, there are more than 400 Russian nationals residing in Taiwan taking up permanent employment or studying at nationally accredited institutions. The Taiwan-Russia Association seeks to strengthen the bilateral relationship through the provision and creation of business opportunities for all the industries and increase cultural exchanges between the people. To that end, the association endeavors to deepen the mutually beneficial arrangement by providing up-to-date industrial news and surveys to encourage investments and joint ventures, as well as organizing seminars and tours for its members to gain a better understanding of the unique culture and advantages of doing business in Russia. However, while language barriers between the Taiwanese and Russians may be bridged by professional interpreters, the association’s members often find it difficult to navigate through the unfamiliar legal environment and struggle to develop a long-term and sustainable business plan. Liu & Partners Attorneys-at-Law thus serves to provide the latest legal analysis on the industrial and governmental regulations and impediments, tax benefits and implications, business risks and opportunities, as well as comprehensive strategic advice on commercial and business exchanges in Russia and Taiwan.

On January 6-7, 2017, Liu & Partners Attorneys-at-Law as the sole representative law firm from Taiwan attended the 2017 Conference “The CISG as a Model for Harmonization, Convergence and Law Reform” held by the National University of Singapore Centre for Law & Business supported by United Nations UNCITRAL Regional Centre for Asia and the Pacific. The Conference invited lawyers and academics from the United States, United Kingdom, Switzerland, South Africa, Brazil, China, Sweden, Germany, Japan and more to discuss the CISG’s implementation in their respective jurisdictions and its effect in shaping the domestic legislations. As Professor Ingeborg Schwenzer noted in her address, the CISG has superior harmonizing effects that incorporate key concepts around the world saving transaction costs relating to the international sale of goods, while securing better enforceability of decisions and awards. The CISG is drawn up in six United Nations languages in English, French, Russian, Chinese and Arabic with translations in all member state languages. This allows each contracting party adopting the CISG to proceed based on the texts of their own languages to facilitate the negotiation process. The two latest countries to accede to this UN Convention are Azerbaijan and Vietnam, which will adopt the uniform framework to assist with international trade and the ease of commercial exchanges between member states. Liu & Partners and our global alliance law firms continue to serve clients in complex cross-border and sale of goods transactions involving CISG member states.
